Permeff Eye care (PEC) is a duly registered Eye Care Facility in Ghana under the company’s code of Ghana 1963 (Act 179). The company started its operations on 15th April, 2015. Its certificate of incorporation and commencement of business were issued on the same day, 15th May, 2015.
Permeff Eye Care (Permeff) stands as a leading provider of comprehensive medical eye care services in Accra, Ghana. Presently, we operate from three branches: our main branch is situated at Prestige Hostel in East Legon, directly opposite the main entrance of the University of Professional Studies. Additionally, we have branches at Richop Plaza, Oyarifa (opposite White House) on the Madina-Aburi road, and a third branch located at Amanfro near Regimauel Junction off the Adentan-Dodowa road.
Our expertise lies in diagnosing, treating, and managing a diverse array of eye-related conditions. This includes prescribing ophthalmic spectacles, providing contact lenses, addressing binocular vision anomalies, and delivering various vision therapies. Permeff’s primary focus revolves around catering to the eye care needs of the Ghanaian market within its catchment area and beyond.
At every interaction, we ensure exceptional eye care services for all our patrons, offering first-class treatment at each of our branches. Our workforce, comprising both Clinical and Administrative staff, undergoes rigorous training to operate within the framework of our organizational culture and to meet the needs of our esteemed customers. Our management is unwavering in ensuring compliance with eye health laws and regulations in Ghana while delivering our services.
Permeff Eye Care proudly partners with several Private Health Insurance Companies, including Glico Health Care, Premier Mutual Health, Nationwide Mutual Health, ACE Medical Insurance, Apex Mutual Health, Kaiser Global Health Insurance, Metropolitan Health Insurance, My Health, Acacia Health Insurance, Dosh, and others, as their designated health service providers.

MANAGEMENT PROFILE
Permeff Eye Care is run by four (4) highly qualified Optometrists and eight (8) other administrative staff. These are:
DR. PERFECT EMEFA TITIATI (BSC., OD., MPH., MCOptom.)
Perfect Emefa Titiati is an accomplished Optometrist, currently serving as the Chief Executive Officer and Medical Director of Permeff Eye Care. She holds a Bachelor of Science (BSc.) degree in Ophthalmic Science from the University of Cape Coast, Ghana, which she attained in May 2008. Subsequently, she furthered her education at the same institution, obtaining a Doctor of Optometry (OD) degree in May 2010. During her academic journey, she undertook a pivotal role as an Optometrist Intern/Teaching Assistant (TA) within the Department of Optometry, contributing to her comprehensive understanding of the field.
Following the successful completion of her internship, Perfect Emefa Titiati embarked on a rewarding professional career. She initially joined Delcielo Opticals Services as an Optometrist, where she actively engaged in providing exceptional eye care. Later, she transitioned to St. Thomas Eye Hospital, previously known as North Western Eye Clinic, assuming the role of resident Optometrist. Her exceptional dedication and proficiency led to her elevation to the esteemed position of Deputy Medical Director, encompassing administrative responsibilities.
Over the years, Perfect Emefa Titiati has meticulously honed her expertise in the healthcare sector through continuous training and practical experience. She pursued a Master’s degree in Public Health (MPH) at the esteemed University of Ghana, Legon, further enhancing her comprehensive grasp of healthcare management and strategy. Notably, she achieved the highly regarded Master of Clinical Science (MCOptom.) degree in Clinical Optometry from Cardiff University, UK, with the prestigious Commonwealth Scholarship.
Perfect Emefa Titiati’s proficiency encompasses a diverse spectrum of Clinical Eye Care specializations, encompassing Glaucoma Care, Refraction, Pre- and Post-Surgical Care, Prescription of Ophthalmic Drugs, OCT & VFT analytics, Pediatric & Geriatric care, and comprehensive contact lens care, including the management of conditions such as Keratoconus and cornea ectasia.
Beyond her professional achievements, Perfect Emefa Titiati demonstrates a deep commitment to social responsibility. She has made remarkable contributions to her community by extending pro bono eye care services to schools, churches, and underserved individuals, positively impacting the lives of many. Her expertise has also been recognized through her appearances as a reputable resource person on radio and television programs. Through these platforms, she has adeptly shared her insights on vital topics such as Glaucoma, Cataract, and other prevalent eye-related diseases in Ghana.
Perfect Emefa Titiati’s remarkable journey from her academic pursuits to her pivotal roles within the optometry field, coupled with her continuous pursuit of knowledge and dedication to community welfare, exemplifies her as a distinguished and socially conscious Optometrist.
SHALLOM ADZO ABOTSINAH HUMAN RESOURCE MANAGER
Shalom is a seasoned human resource executive, possessing a demonstrated proficiency in policy and procedure formulation, recruitment and hiring strategies, personnel development, retention methodologies, legal compliance, managerial support, union relations, and negotiation skills.
Her professional journey commenced as a Project Support Analyst at TEKSOL Limited, Accra, where she adeptly managed various phases of the software development lifecycle (SDLC) for software implementations. In addition, she played a pivotal role in designing and composing functional user manuals, as well as conducting comprehensive training sessions and presentations for clients.
Due to her unwavering dedication and diligence, Shalom achieved a well-deserved promotion to the esteemed position of General Manager/Human Resource Manager. In this capacity, her responsibilities encompassed a range of crucial functions. These included the development of strategic programs to attain targeted goals and objectives, ensuring the overall excellence and delivery of the unit’s services to customers, active participation in key customer engagements, oversight of critical hiring and talent development initiatives, and assuming the pivotal role of recruiting and staffing employees.
Shalom’s impressive trajectory continued with her ascent to the esteemed position of Chief Operating Officer, where she presided over the TEKSOL GROUP OF COMPANIES in Accra from 2016 to 2021. In this pivotal role, she demonstrated exceptional prowess in designing and implementing comprehensive business operations strategies, plans, and procedures across the group’s diverse companies. Her purview extended to overseeing the multifaceted operations of these entities, actively participating in activities that led to expansion through investments, corporate alliances, and acquisitions. Moreover, Shalom’s involvement as board secretary for the group company underscored her integral role in its governance.
At present, Shalom serves as the Human Resource Manager at Permeff Eye Care, where she plays a pivotal role in enhancing the organization’s human resources. Her responsibilities encompass a wide array of functions, including the strategic planning, implementation, and evaluation of employee relations and human resources policies, programs, and practices.
Shalom’s academic achievements are equally noteworthy. She earned a Bachelor of Arts (BA) degree from the University of Cape Coast in 2018, followed by the successful completion of her Master of Business Administration (MBA) from Kwame Nkrumah University of Science and Technology in Kumasi. Fueled by her aspiration to become an Attorney, she pursued and obtained an LLB degree from Wisconsin University College, Accra, in 2021. Currently, Shalom is pursuing her Professional Law studies at the Ghana School of Law in Accra, further exemplifying her commitment to continuous growth and professional excellence.
ELORM PRINCE TSAWOE PART-TIME OPTOMETRIST
Dr. Elorm Prince Tsawoe is a dedicated Consulting (Locum) Optometrist at Permeff Eye Care, renowned for his certified expertise and proficiency in the field. With a distinguished career spanning over a decade, he has consistently demonstrated excellence in performing comprehensive eye exams and delivering exceptional management for various institutions since 2011.
His distinguished reputation is built on a foundation of providing top-tier care, executing accurate diagnoses of ocular conditions, and effectively communicating these findings to clients. Dr. Tsawoe is noted for his exceptional product knowledge and adept communication skills, enabling him to convey features and benefits to clients with utmost clarity. Furthermore, he possesses specialized skills in surgical referrals and co-management, effectively collaborating with a network of healthcare providers to ensure optimal treatment.
Dr. Elorm Prince Tsawoe’s educational journey led him to Kwame Nkrumah University of Science & Technology (KNUST), where he graduated with a Bachelor of Science (First Class Honours) in Optometry in 2007. His dedication and commitment propelled him to complete the Doctor of Optometry (O.D) program in 2009, successfully passing all required exams. Subsequently, he was admitted as a certified Optometrist following a rigorous Internship at The Eye Clinic of Korle Bu Teaching Hospital and the successful completion of ‘The Optometry Board Exam’ in 2010.
His career highlights include his pivotal role in establishing Zeba Eye Clinic in La in 2011, where he not only served as the Primary Care Consultant but also effectively managed administrative and management responsibilities.
In September 2012, he assumed the role of Head of the Community Eye Health Department at St. Thomas Eye Hospital (Formerly North Western Eye Centre), Mataheko, Accra. In this capacity, he served as the Liaison for Unite for Sight, USA—an NGO dedicated to providing free Cataract Surgeries to individuals in Rural Communities. His exceptional efforts were lauded for contributing to a significant number of successful Cataract surgeries, restoring sight for over 5,000 people. Dr. Tsawoe’s impact extended to overseeing the screening of more than 100,000 individuals in various communities across the country, aligning with the World Health Organization’s VISION 2020 AGENDA.
His tenure at St. Thomas Eye Hospital saw him progress to the position of Medical Administrator and Principal Optometrist, playing a pivotal role in coordinating subspecialty clinics and providing pre and post-surgery management for a range of ophthalmic procedures.
In October 2016, Dr. Tsawoe assumed the role of Principal Clinician at Elrad Eye Care, Madina, and coordinator for Save the Nation’s Foundation—an NGO committed to delivering clinical eye care programs to underserved communities, focusing on empowering Local Eye Health Workers. His impactful outreach efforts have benefited numerous individuals in need.
Since July 2021, Dr. Elorm Prince Tsawoe has excelled as the Principal Optometrist at OPTOVISION, where he continues to provide comprehensive eye care exams and the management and treatment of diverse ocular conditions.

DR. OSMAN JUNIOR MURTADA – RESIDENT OPTOMETRIST AT UPSA BRANCH
Dr. Osman Junior Murtda is an accomplished professional with a wealth of experience spanning various facets of eye care. He earned his Doctor of Optometry degree from Kwame Nkrumah University of Science and Technology (KNUST), Kumasi, Ghana, in 2019.
Throughout his career, Dr. Osman has garnered extensive professional and clinical exposure at a range of esteemed eye care institutions, including iVision Center and Ridge Hospital Ophthalmology Unit in Accra, Chambret Eye Care in Accra, Freshluk Eye Center in Accra, Komfo Anokye Teaching Hospital in Kumasi, Bliss Eye Care in Wa, and Upper West Regional Hospital in Wa.
Dr. Osman is an active member of the Ghana Optometric Association and the Allied Health Professional Council, Ghana, reflecting his commitment to the highest standards of his profession. He currently serves as the resident Optometrist and supervisor at the UPSA branch of Permeff Eye Care.
With his dedication to advancing eye care and his extensive range of experiences, Dr. Osman Junior Murtda continues to excel in his role as a prominent Optometrist in the field.
DR. GODFRED SAKYI-BADU RESIDENT OPTOMETRIST AT AMANFRO BRANCH
Godfred Sakyi-Badu obtained his Doctor of Optometry degree from the University of Cape Coast. He further enriched his professional journey by undertaking his National Service at the same esteemed university, where he served as an Optometrist Intern/Teaching Assistant.
With a diverse and extensive background in the Optometric field, Godfred has amassed a wealth of experiences through his engagements with various eye care establishments. Notably, he contributed his skills and expertise at Bishop Ackon Memorial Christian Eye Hospital in Cape Coast.
Currently, Godfred Sakyi-Badu holds the esteemed position of resident Optometrist overseeing the Permeff Eye Care Amanfro branch. In this pivotal role, he assumes the responsibility of orchestrating both clinical and administrative operations, underscoring his comprehensive grasp of the multifaceted aspects of eye care management.
SIMON YAO AGBI (HEAD OF FINANCE & ACCOUNTING)
Simon is a results-driven, self-motivated, and analytical professional with a rich decade-long experience in financial management, corporate governance & compliance, investment analysis, strategy formulation, and project management.
His accomplishments include the successful establishment and leadership of the finance department at Koudijs Ghana Ltd, where he managed a team of 4 staff members. Moreover, he played a pivotal role in pioneering the setup of the Internal Audit unit across the Western and Central Africa subsidiaries of the Air Liquide Group. In his capacity as the head of Compliance and Audit, Simon demonstrated exceptional acumen in ensuring regulatory adherence and effective audit processes.
Simon’s expertise extends to the domain of audit management, where he has undertaken numerous audit assignments encompassing both external and internal audits across diverse sectors of the economy.
A distinguished Fellow of the Association of Chartered Certified Accountants (FCCA), Simon boasts a BSc in Applied Accounting from Oxford Brooks University, UK. These academic achievements underscore his dedication to professional excellence.
At present, Simon holds the esteemed responsibility of overseeing the Finance and Accounting Department of Permeff Eye Care Limited, further highlighting his integral role in the organization’s financial operations.
JOHN MENSAH TITIATI (EXECUTIVE DIRECTOR-IN-CHARGE OF BUSINESS DEVELOPMENT, BRANDING & MARKETING)
John Mensah Titiati serves as an adjunct lecturer at the School of Theology and Ministry, Ghana Christian University College. Concurrently, he is a dedicated PhD student at Trinity Theological Seminary, Legon. John’s academic pursuits are underscored by his academic accomplishments, including a Master of Theology Degree (MTh) and a Master of Arts in Ministry, both from Trinity Theological Seminary, Legon.
He has further enriched his knowledge with a Master of Business Administration (MBA Finance) from Wisconsin International University College. His educational foundation includes a Bachelor of Science Degree (B.Sc.) in Laboratory Technology from the esteemed University of Cape Coast, Ghana, complemented by a Diploma in Financial Management from the Institute of Commercial Management, UK.
John’s professional journey has been characterized by significant achievements and contributions. Notably, he held the position of Head of Corporate Finance at Brooks Assets Management Limited, later advancing to the esteemed role of Chief Operating Officer within the Lymin Creek group of companies, for which Brooks was a subsidiary. John’s expertise spans various domains, including Project Management, Project Financing, Financial Management, and Business Financing. He has demonstrated his proficiency by successfully orchestrating the arrangement of both debt and equity instruments exceeding two hundred million Ghana Cedis for companies across diverse sectors of the Ghanaian economy, showcasing his profound background in private equity financing.
In addition to his impressive financial career, John is a seasoned researcher, amassing over 7 years of experience as a Research Technologist with the Ghana Atomic Energy Commission (GAEC). In his current capacity as an Executive Director at Permeff Eye Care, John assumes a pivotal role in business development and branding strategies. Furthermore, he holds the esteemed position of Chief Executive Officer at Jotimeff Investments and Consultancy Limited, providing invaluable investment analysis and guidance to entities within the financial sector.
John Titiati is also a prolific and accomplished writer, notably renowned for his theological publications. His authorship includes insightful works such as “Neo-Pentecostal Prophetism in Ghana Today: The Case of Worldwide Believers Prayer Movement,” “Healing and Deliverance in Pentecostal/Charismatic Christianity in Ghana,” and a notable tribute titled “Celebrating a Pentecostal-Charismatic Icon in Ghanaian Christianity.”
